Minecraft Skin Isn't Changing

It keeps saying its changed but when I open the launcher IT WAS CLOSED WHEN I DID IT it wasnt changed.

When i load up a world or join a server my skin doesnt show up instead i got a steve skin i tried everything restart my computer deleting the minecraft folder downloading a new launcher and changing my username.
